Assam cabinet approves Biogas policy to promote clean energy
Guwahati, July 31 (IANS) The Assam government on Friday approved the Compressed Biogas (CBG) Policy, 2026, paving the way for a structured framework to promote clean energy production and attract investments in the emerging biofuel sector across the state, Chief Minister Himanta Biswa Sarma said on Friday.
The policy seeks to facilitate the establishment of compressed biogas projects by creating an enabling ecosystem for investors while supporting the state’s transition towards sustainable and renewable energy sources.
Sarma told reporters here that, as part of the policy, the Cabinet designated the Commissioner of Industries and Commerce as the nodal authority for implementing a single-window clearance system.
The mechanism is intended to streamline approvals, reduce procedural delays and ensure the timely execution of CBG projects.
“The government also approved a comprehensive package of incentives and institutional support structured around six key pillars to encourage private investment and accelerate the development of clean-energy infrastructure in Assam,” the Chief Minister added.
In another significant decision, the Cabinet accorded approval for notifying the Rakhyasini Proposed Reserve Forest and the Tharko Nalbari Proposed Reserve Forest in Goalpara district as reserve forests. The move is expected to strengthen biodiversity conservation efforts, enhance forest protection and contribute to increasing the state’s green cover by bringing ecologically sensitive areas under greater legal protection.
Sarma stated that the Cabinet also cleared amendments to the Assam Legal Metrology (Government Approved Test Centre) Rules, 2026. The revised provisions will permit manufacturers to self-certify specified weighing and measuring instruments while also allowing third-party certification.
According to the government, the changes are aimed at simplifying regulatory procedures, reducing compliance costs and improving the ease of doing business.
Additionally, the Council of Ministers approved the Assam Animal Husbandry and Veterinary Subordinate Service (Amendment) Rules, 2026. The amendments seek to streamline the recruitment process and service conditions of Veterinary Field Assistants by introducing a more transparent and merit-based selection system while ensuring greater consistency in service regulations.
The decisions were taken during the Cabinet meeting held here on Friday, with the state government stating that the measures reflect its focus on promoting sustainable development, strengthening environmental conservation, improving regulatory efficiency and enhancing the delivery of veterinary services across Assam.
